In a letter from Nikolai Novikov to Josef Stalin, Novikov declared that the United States was striving for "world supremacy." He suggested that because Europe was so devastated by World War II (1939 to 1945), the United States would "infiltrate" countries with offers of aid to rebuild. This strategy, according to Novikov, fit with U.S. plans for world domination.
